
South Korea's Ministry of Foreign Affairs issued a Level 2 "travel caution" advisory for all of Cuba, effective 5 p.m. on the 13th.
According to the ministry, Cuba has recently experienced deteriorating living conditions in transportation, healthcare, and communications due to power and fuel shortages.
"We urge citizens planning to travel to the region to carefully consider the necessity of their trip and refrain from unnecessary travel," the ministry said. "We also ask citizens currently staying in the area to pay special attention to their safety."
South Korea's travel advisory system consists of five levels: Level 1 (blue) for travel attention, Level 2 (yellow) for travel caution, Level 2.5 for special travel advisory, Level 3 (red) for evacuation recommendation, and Level 4 (black) for travel ban.
