
Kwon Chang-young, an attorney at law firm Jipyong who was appointed as the special counsel for the second comprehensive special investigation, said he would "uphold the Constitution through strict application of legal principles and meticulous prosecution."
"I will do my best to ensure justice is realized in response to the public's expectations," Kwon said in a phone interview with The Seoul Economic Daily on Monday.
Acting President Lee Jae-myung appointed Kwon as the special counsel for the "Second Comprehensive Special Investigation Act" (officially titled the Act on the Appointment of Special Counsel for Investigating the Truth of Insurrection, Foreign Exchange Violations, and State Affairs Manipulation by Yoon Suk-yeol and Kim Keon-hee). Kwon was the candidate recommended by the Rebuilding Korea Party.
Kwon is recognized as a labor law expert. After graduating from Seoul National University with a degree in physics, he completed the 28th class of the Judicial Research and Training Institute. He served as a judge at the Seoul Administrative Court, Seoul Western District Court, and Seoul Southern District Court. He has also served as an editorial board member and secretary of the Supreme Court's Labor Law Practice Research Association, and as chairman of the Ministry of Oceans and Fisheries' Serious Disaster Advisory Committee. He currently serves as an adjunct professor at Seoul National University School of Law.
