Following Chief of Naval Operations Admiral Kang Dong-gil's resignation, Vice Admirals from the Korea Naval Academy Class of 47 (commissioned as ensigns in 1993) are being strongly considered as candidates to lead the Navy's approximately 39,000 personnel.
According to multiple military sources on the 14th, defense authorities have obtained consent for background checks from current Navy vice admirals of Naval Academy Classes 47 and 48 (commissioned in 1994) and have begun final personnel verification procedures.
The government plans to expedite the appointment of the new Navy chief. Sources indicate a "single-point personnel action" is likely before the first-half general officer reshuffle scheduled for next month.
The leading candidates currently mentioned are Vice Admiral Kim Kyung-ryul, Commander of Naval Operations Command, and Vice Admiral Park Gyu-baek, Superintendent of the Korea Naval Academy, both from Naval Academy Class of 47.
Vice Admiral Kim was promoted to his current rank in November 2024 during the first round of promotions. He served as Naval Academy Superintendent under the Yoon Suk-yeol administration. His capabilities were recognized in the first vice admiral-level personnel reshuffle under the Lee Jae-myung administration, and he has served as Commander of Naval Operations Command—the Navy's operational headquarters—since November 2025.
His previous positions include Director of Defense Policy at the Ministry of National Defense (Captain), Chief of Maritime Operations at ROK-U.S. Combined Forces Command (Captain), Commander of the 5th Flotilla (Commodore), Commander of the 3rd Fleet (Rear Admiral), and Superintendent of the Korea Naval Academy (Vice Admiral).
Vice Admiral Park was promoted to vice admiral in the second round in November 2025 after the current administration took office and was appointed Naval Academy Superintendent. As the top graduate of Naval Academy Class 47, he is considered a frontrunner having held key positions across operations, strategy, and force development.

However, observers suggest the likelihood is low, as selecting a chief from this class would trigger a major generational shift in Navy leadership.
Admiral Kang, who served as Director of Military Support at the Joint Chiefs of Staff during the December 3 martial law incident, was found to have ordered support for establishing the martial law command. He received a major disciplinary action including a one-month suspension on the 4th and immediately tendered his resignation.
