Incheon Metropolitan City has finalized a five-year smart city blueprint aimed at balanced development between its old and new urban districts. The city plans to implement 41 citizen-oriented services, including smart senior centers, in phases through 2029.
The city announced Wednesday that its "Incheon Smart City Plan (2025-2029)" recently received final approval from the Ministry of Land, Infrastructure and Transport.
The plan was established in accordance with Article 8 of the Smart City Act, in coordination with the ministry's Fourth Smart City Master Plan. It sets four key goals: balanced development smart city, an inclusive megacity for all, a global smart city, and a data-driven innovative city.
To achieve these goals, the city has prepared eight implementation strategies, including "A Smart City for Everyone." The plan also includes 41 action items such as the "Incheon-style Smart Senior Center Expansion Service." The city aims to create customized smart cities tailored to the characteristics of each district.
During the planning process, the city actively gathered public input. It conducted three surveys of citizens and public officials, three departmental interviews, and three expert advisory meetings. The city also held one public official workshop and one public hearing.
"Incheon's smart city is people-centered and focused on citizen experience, not just technology," said Lee Won-ju, Director of the Urban Planning Bureau. "We will improve citizens' quality of life through services utilizing ICT, data, and artificial intelligence."
The city plans to systematically implement annual action plans to gradually expand smart city services that citizens can experience in their daily lives.
