The Public Procurement Service (PPS) announced on the 9th that it will expand its evaluator selection proxy service starting from the 10th to ease the burden on local governments in forming evaluation committees.
The evaluator selection proxy service is a policy designed to reduce the administrative burden on requesting agencies struggling with committee formation by handling the composition of evaluation committees and enabling evaluations through the government e-procurement system (KONEPS).
The proxy service is currently limited to negotiated contracts under 100 million won. However, as demand for evaluation committee formation for self-assessments is expected to increase due to expanded procurement autonomy for requesting agencies, the service will be extended to all software project negotiated contracts executed by local governments.
With the expansion of the proxy service, local governments are expected not only to see reduced administrative burdens but also to establish a fair and transparent contracting and evaluation environment by blocking potential collusion between local evaluators and contractors.
Local governments wishing to use the service can apply online through the PPS evaluator system.
To enhance fairness and expertise in procurement evaluation, the PPS continuously recruits evaluators and operates a pool of more than 10,000 evaluators. The agency manages all evaluation processes fairly through its "triple evaluator management system."
"The role of evaluators is crucial in selecting optimal contractors through fair and objective assessments," said Kim Ji-wook, Director General of the Digital Fair Procurement Bureau at PPS. "Through our triple management system, we will expand opportunities for evaluators with proven fairness and expertise to participate in local government self-assessments, ensuring that local governments can maintain procurement service quality and efficiency comparable to central procurement even after procurement decentralization."
