ANSEONG — The city of Anseong announced Wednesday that the Ministry of Agriculture, Food and Rural Affairs has granted conditional approval for farmland conversion, clearing the way for the Dongsin Semiconductor Materials, Parts and Equipment Specialized Complex.
The decision removes the biggest obstacle to the project after Gyeonggi Province rejected the proposal in August last year over agricultural land regulations. The 1.16 million-square-meter complex now targets completion by 2032.
The Dongsin complex is Korea's only specialized industrial park dedicated to semiconductor materials, parts and equipment. Korea Industrial Complex Corporation is leading the 674.7 billion won ($469 million) national project, which benefits from proximity to the Sejong-Pocheon Expressway and major chipmakers including SK Hynix and Samsung Electronics.
The approval process faced significant challenges. Anseong applied for industrial complex plan approval in June 2025, two years after the site was designated as a specialized zone in July 2023. Gyeonggi Province's Agricultural Policy Council initially rejected the proposal in August, demanding a reduction in size. After continued negotiations and revisions, the province approved the plan in December, followed by final clearance from the ministry's Farmland Management Committee on the 30th.
The government's recent "K-Semiconductor Vision and Development Strategy" report reinforced support for the project, emphasizing semiconductor supply chain independence as critical to national competitiveness in the AI era.
"Now that we have cleared this major hurdle, we will accelerate administrative procedures to begin construction as soon as possible," an Anseong city official said. "The Dongsin Semiconductor Materials, Parts and Equipment Specialized Complex will become a key landmark driving Korea's semiconductor supply chain independence and regional economic revitalization."
