
The International Contractors Association of Korea (ICAK) announced on May 31 that it has issued a preliminary notice for proposals for new Official Development Assistance (ODA) projects in the land, infrastructure and transport sector to be implemented in 2028.
The preliminary notice is intended to inform prospective proposing organizations of the basic requirements and key schedules ahead of the full call for proposals. The full call will be posted on the websites of ICAK and the International Development Cooperation Center in May, with proposals accepted over a four-month period. A pre-briefing session is also planned for late April to help proposing organizations better understand the process.
Eligible proposals include ODA projects in the land, infrastructure and transport sector that can commence in 2028, in the form of projects, development consulting or training programs. Applicants must submit key documents including a Letter of Intent (LOI) from the recipient country's aid coordination agency. Any private company or public institution with experience and capability in overseas land and transport infrastructure — including housing and urban development, airports, railways, roads, mobility, logistics and construction technology — is eligible to submit a proposal.
Starting this year, organizations that pass the document screening will receive training on methods and directions for enhancing project quality.
The Ministry of Land, Infrastructure and Transport (MOLIT) has been implementing ODA projects to contribute to achieving the United Nations Sustainable Development Goals (SDGs) and to help Korean companies establish footholds in developing countries through international cooperation. ICAK has served as the dedicated operational support agency since 2021 and plans to focus on identifying high-quality projects in line with the Fourth Comprehensive Master Plan for International Development Cooperation (2026–2030).
