Ulsan Named Top Local Government for Child Policy Nationwide

Ulsan Metropolitan City was selected as the only metropolitan government in Korea to receive the top rating for child policy.

The city announced Wednesday that it was named the best local government in the "2025 Child Policy Impact Assessment" conducted by the Ministry of Health and Welfare, receiving a commendation from the minister. Ulsan also received the "Korea Child Rights Agency Award" for its performance in implementing the 2024 child policy action plan.

The Child Policy Impact Assessment is conducted annually under the Child Welfare Act. The system analyzes how child-related policies affect child welfare and reflects the results in policy formulation and implementation.

The key factor behind Ulsan's high evaluation was its "expanded scope." The assessment covered not only the city's own policies but also programs from related organizations including the education office, museums, and fire departments. Ulsan's approach of examining both positive and negative impacts based on the four fundamental rights of the UN Convention on the Rights of the Child—the right to survival, development, protection, and participation—was also cited as a differentiating factor.

"We will establish and implement policies from children's perspectives to ensure all children can grow without discrimination and have their rights guaranteed," an Ulsan city official said.
