
The Jeonnam-Gwangju Grand Transformation Planning Committee, the transition committee for Jeonnam-Gwangju Integrated Special City Mayor Min Hyung-bae, has set targets of attracting 200 trillion won in global corporate investment, achieving personal income of $40,000 for integrated special city residents, and reaching 500 trillion won in manufacturing revenue.
To support this vision, the committee established five governing principles, seven implementation strategies, 117 implementation tasks, and 13 lifestyle-oriented tasks.
The committee held a performance-sharing session at the Wangin Hall of the Jeonnam-Gwangju Integrated Special City's Muan office building on the 20th, delivering the city administration plan and white paper containing these contents to Mayor Min.
"The white paper contains the issues we agonized over together, the principles we debated fiercely, and everyone's wisdom on the direction the Jeonnam-Gwangju Integrated Special City should pursue," said Jung Eun-seung, chairman of the transition committee. "I hope it becomes a living compass that can be taken out and used anytime throughout city hall."
Held under the theme "One Namdo, A Special City We Open Together," the event was attended by integrated special city public officials, senior civil servants from cities, districts, and counties, and heads of public institutions. They shared the achievements of the Grand Transformation Planning Committee and reflected on the significance of the integrated special city's launch.
In particular, the Grand Transformation Planning Committee presented the vision the integrated special city should pursue and the core contents of its administrative tasks, based on the first blueprint for Jeonnam-Gwangju.
The five principles include: leap growth to become a mega-city with world-class competitiveness; balanced development to create a region-led balanced growth model; a foundational society in which every citizen is guaranteed a basic life; a green city aiming for a sustainable eco-friendly ecological city; and citizen sovereignty, meaning bottom-up integration decided directly by citizens.
To realize these, seven implementation strategies were established: an economic special city leaping toward future industries; a balanced development special city growing together; an agricultural and life sciences industry special city completing urban-rural balance; a foundational society special city responsible for citizens' lives; a glocal culture and tourism special city mingling with people of the world; a green special city advancing toward becoming East Asia's ecological capital; and a citizen sovereignty special city opened by everyone's voices.
The city administration plan also included 40 policy tasks and 104 detailed implementation tasks to support the main strategic tasks.
"Integration is a grand transformation that will establish Jeonnam-Gwangju as a new growth axis for the Republic of Korea," Mayor Min stressed. "It is a historic task of moving toward a 'Daedong world' where all citizens share the fruits of overwhelming growth together." He added, "The 896 trillion won semiconductor investment is a massive opportunity to make that grand transformation a reality," emphasizing, "We must bring together the region's industries, talent, and all capabilities as one and make it succeed without fail."
At the event, a declaration of civilizational grand transformation followed, calling for opening a new path of "AI technological civilization" that revives life and industry, moving beyond the millennium of Jeolla's history toward a millennium of Namdo's future.
Marking this disbanding ceremony, the Jeonnam-Gwangju Integrated Special City plans to concretize the blueprint presented by the Grand Transformation Planning Committee across administration and accelerate follow-up implementation so that the achievements of integration can be felt in citizens' lives.
