
Three districts in Daejeon — District 13 and District 14 of the Dunsan area and District 6 of the Songchon area — have been selected as pilot zones for the redevelopment of aging planned cities.
The Daejeon city government said on the 15th that it had finalized the selection of pilot zones totaling 7,797 households, including 5,252 households in the Dunsan area and 2,545 households in the Songchon area, in accordance with the Aging Planned City Redevelopment Act and the 2035 Daejeon Aging Planned City Redevelopment Master Plan (draft).
The city will proceed step by step with follow-up procedures, including the establishment of special redevelopment plans, the designation of special redevelopment zones, and the establishment of project implementation plans. It plans to accelerate the redevelopment of aging planned cities centered on the pilot zones.
The city announced the public call for pilot zone selection last November, then accepted applications from March 30 to April 3 this year. As a result, 10 districts (about 30,800 households) out of a total of 27 planned special redevelopment zones under the aging planned city master plan (draft) submitted applications.
The evaluation was conducted by comprehensively reflecting resident consent (70 points), urgency of improving the residential environment (10 points), the need to revitalize urban functions (10 points), and the ripple effects of pursuing the redevelopment project (10 points), in accordance with the announcement criteria.
To ensure fairness and objectivity in the evaluation, verification was carried out three times through an evaluation committee composed of external experts. The committee closely reviewed the appropriateness of applying the evaluation criteria and whether the submitted materials contained errors. For items where the apartment status data differed from official records, the three districts were selected as pilot zones after procedures to verify related permit and approval documents.
Dunsan District 13 (Clover Apartment, Mongnyeon Apartment) and District 14 (Hangaram Apartment, Gongjak Hanyang Apartment) recorded an average consent rate of 96.2% and an average evaluation score of 87.8 points, while Songchon District 6 (Samik Sowol Apartment, Boram Apartment) recorded a consent rate of 72.8% and an evaluation score of 62.7 points.
To support smooth implementation from the early stages of the project, the city will operate the "Aging Planned City Outreach Future City Support Center" in August. The support center will provide residents of the pilot zones with information on the overall redevelopment project, including future administrative procedures, project implementation methods, and how contributions are calculated, and will offer tailored consultations and administrative support.
Regarding the plan for selecting next year's redevelopment volume following this pilot zone selection, the city plans to prepare a reasonable selection plan by comprehensively analyzing the outcomes and resident opinions that emerged during this year's pilot zone process.
