
The administration of South Chungcheong Province Governor Park Soo-hyun, under the ninth popular election term, will build a "connected South Chungcheong" through an AI-based society, AI industrial innovation, and the traditional values of loyalty, filial piety, and courtesy.
South Chungcheong Province announced on the 9th that it has prepared a "partial amendment ordinance on the administrative organization and personnel quota of South Chungcheong Province (reorganization plan)" and will give it advance legislative notice as of the 10th.
The province will establish and restructure dedicated organizations and adjust overlapping and dispersed functions, with directions including realizing an AI-based society, youth growth, revitalizing the social solidarity economy, administrative integration and balanced development, restoring vitality to rural society, establishing a foundation for labor policy, and climate and energy transition.
The province first set the realization of South Chungcheong as an AI capital as the core goal of the reorganization. Setting an AI-based society, which integrates AI into residents' lives and administration overall, and AI industrial innovation, which integrates AI across industries, as its two pillars, it will establish and reorganize the AI-Based Society Welfare Office and the AI Industrial Innovation Bureau.
The AI-Based Society Welfare Office will promote AI health and welfare, including integrated care for children, the elderly, and people with disabilities, as well as public health and medical services. The AI Industrial Innovation Bureau will pursue the exploration of new industrial fields, including discovering future industries, research and development (R&D), and AI infrastructure and institutional innovation.
Under the AI-Based Society Welfare Office, a Loyalty, Filial Piety and Courtesy Planning Office will be set up to take exclusive charge of policies for the elderly, veterans, and people with disabilities, and to spread the "loyalty, filial piety and courtesy Chungcheong spirit," which Governor Park Soo-hyun approved as his first order of business.
The province will also establish a Youth Growth Bureau, integrating youth policy, gender equality and family, and talent development functions, to create a policy implementation system that comprehensively supports youth growth, education, employment, and local settlement.
Along with the AI Industrial Innovation Bureau, the Economy and Trade Bureau, which was separated and reorganized from the Industry and Economy Office, will establish an Advanced Industry Division and a Labor Policy Division and reorganize the Small Business Economy Policy Division and the Small and Medium Enterprise Support Division to balance the promotion of future industries, recovery of the livelihood economy, and protection of labor rights.
The newly established Social Solidarity Economy Bureau will be an organization dedicated to fostering social solidarity economy organizations, providing social finance support, and creating an innovation ecosystem, strengthening the virtuous cycle of the local economy and the foundation for a sustainable social solidarity economy.
The Administrative Integration and Balanced Growth Bureau, an expanded reorganization of the Balanced Development Bureau, will perform a control tower function overseeing super-wide-area cooperation and balanced growth linking administrative integration, the Chungcheong Metropolitan Union, and the "5 poles, 3 special zones" development strategy.
The Agriculture and Livestock Bureau will be reorganized around restoring vitality to rural society, expanding agricultural production-centered policy to focus on rural settlement and local vitality.
The Climate, Environment and Forestry Bureau will unify climate and energy functions and strengthen resource circulation policy to jointly pursue climate crisis response, energy transition, and circular economy policy.
In addition, the province will build an organization dedicated to fiscal innovation and public AI transformation (AX) functions and systematize convention industry and religious culture functions to support strengthening local culture and tourism competitiveness.
The province will collect residents' opinions through July 14, finalize the reorganization plan, and submit it to the provincial council. Once the ordinance is reviewed and approved by the South Chungcheong Provincial Council, it will take effect from July 31.
