The fate of the Gyeongbu high-speed railway Daejeon North Connection Line realignment project, which cuts through the Hannam University campus, is now set to be decided in court.
Hannam University said on the 9th that it has filed an administrative lawsuit demanding the cancellation of the Gyeongbu high-speed rail realignment project, which it says the Korea National Railway is pushing forward unilaterally. The university is also preparing a civil suit seeking a court order to halt construction.
Hannam University cited the following grounds for its administrative suit seeking cancellation of the project:
△ Failure to issue a notice of revision to the basic plan as required under the Railroad Construction Act
△ Failure to carry out the project feasibility reassessment procedure required under the National Finance Act
△ Inadequate implementation of stakeholder consultation procedures required under the Administrative Procedures Act
△ Problems with efficiency relative to budget spending and structural safety
△ Regionally discriminatory route selection
"If a national project carried out by the Korea National Railway fundamentally has problems with noise, safety, administrative procedures and efficiency, a fundamental review is needed. But the agency is ignoring these issues and showing moves to push ahead with construction," a Hannam University official said.
For the Gyeongbu high-speed railway Daejeon North Connection Line realignment project, the Korea National Railway is pursuing a plan to demolish the stands of Hannam University's main stadium, its wrestling gym, tennis courts and recycling sorting facility, and to run the line through a 500-meter section of the campus, consisting of an underground section of about 190 meters and a cut-and-cover section of 310 meters.
