The "Fairness, Innovation and Inclusion Gyeonggi Preparatory Committee," tasked with handling the transition for the ninth popularly elected Gyeonggi provincial government under Governor-elect Choo Mi-ae, officially launched Wednesday and began full preparations for provincial administration.
The preparatory committee held a signboard-hanging ceremony and launch event at the Gyeonggi Credit Guarantee Foundation in Suwon on Wednesday afternoon, followed by its first plenary meeting. The committee will be responsible for establishing the policy direction of the ninth provincial government and reviewing major issues.
The committee comprises six subcommittees, 15 special committees, three task forces (TFs) and a provincial administration advisory group. National Assembly member Kim Tae-nyeon serves as committee chair, with National Assembly member Kim Young-jin as vice chair overseeing the organization's operations.
The committee presented "Fairness, Innovation and Inclusion" as the core values of the ninth Gyeonggi provincial government. The plan is to design a new vision for Gyeonggi's future based on a fair society where privilege and unfair play do not work, innovation that surpasses existing practices, and inclusion that leaves no one behind.
The committee plans to conduct work briefings for each of Gyeonggi Province's bureaus and divisions to review major policies and issues. Through this, it intends to flesh out the policy framework of the ninth provincial government and select priority tasks that residents can feel.
In particular, the committee will focus its review on areas closely tied to residents' lives, including transport, housing, jobs, care, safety and balanced development. It plans to concentrate its capabilities on identifying policy tasks for stabilizing people's livelihoods and improving quality of life, and on devising effective implementation measures.
Reviewing the direction of fiscal management was also presented as a major task. Considering that Gyeonggi Province's current fiscal conditions are not favorable, the committee plans to closely analyze the overall budget structure and readjust project priorities. The plan is to ensure that budgets are allocated first to core projects directly linked to people's livelihoods by efficiently using limited resources.
"Fairness, innovation and inclusion are the direction of the new Gyeonggi provincial government and a promise to the residents," Choo said at the launch event. "The preparatory committee must become the first starting point for connecting residents' expectations to substantive policy results."
She added, "Gyeonggi Province faces a mountain of challenges to resolve, including transport, housing, jobs, care, safety and balanced development." She urged that "the subcommittees, special committees and TFs listen fully to voices from the field and meticulously review provincial administrative issues through work briefings."
Meanwhile, the Gyeonggi Preparatory Committee operates under the Local Autonomy Act within a period ranging from the date the governor-elect is decided to within 20 days after the term begins. During its activity period, the committee plans to comprehensively review major provincial administrative issues and prepare a policy roadmap for the ninth provincial government, presenting a blueprint for the new Gyeonggi provincial administration.
