Applications for the second round of high fuel price relief payments, distributed to 70% of Koreans, will begin June 18. To reduce congestion in the early application period, a day-of-the-week system based on the last digit of applicants' birth years will be applied during the first week.
The Ministry of the Interior and Safety announced Tuesday that it will accept applications for the second round of high fuel price relief payments through online and offline channels until July 3. The eligible recipients are approximately 36 million people in the bottom 70% based on March health insurance premiums this year. Residents of the Seoul metropolitan area will receive 100,000 won, those in non-metropolitan regions 150,000 won, those in preferential support areas 200,000 won, and those in special support areas 250,000 won.
During the first week of the second round of applications, a day-of-the-week system based on the last digit of birth years will be in effect. Those with birth years ending in 1 or 6 can apply on the 18th, 2 or 7 on the 19th, 3 or 8 on the 20th, 4 or 9 on the 21st, and 5 or 0 on the 22nd. For offline applications, the application period under the day-of-the-week system may be extended depending on regional conditions.
Recipients can choose to receive the payments through credit or debit cards, local love gift certificates, or prepaid cards, and the funds can be used on the day of application. Credit and debit card applications can be submitted 24 hours a day through the card company's website, app, or call center. Offline applications can also be made by visiting bank branches. Mobile and card-type local love gift certificates can be applied for through the local love gift certificate app or website of the local government with jurisdiction over the applicant's address. Paper-type local love gift certificates and prepaid cards can be applied for and received at the relevant eup, myeon, or dong administrative welfare center with an ID card. However, payment methods may differ by local government, so applicants should check in advance.
The deadline for using the high fuel price relief payments is August 31. The use of the high fuel price subsidy is restricted to the local government with jurisdiction over the applicant's registered address. Local love gift certificates can be used at affiliated stores with annual revenue of 3 billion won or less, while credit and debit cards and prepaid cards can be used at small business stores with annual revenue of 3 billion won or less, excluding entertainment and gambling establishments. Gas stations can be used regardless of annual revenue size.
Objections regarding the eligibility selection results and payment amounts can be filed from June 18 to July 17 through channels such as the e-People online petition system. As with the payments, the day-of-the-week system based on the last digit of birth years will be applied during the first week. Submitted objections will be reviewed by local governments and the National Health Insurance Service, with results notified individually.
"Please be sure to apply for the high fuel price relief payment by July 3 and remember to use it all by August 31," Interior and Safety Minister Yoon Ho-jung stressed.
