Yongin City said Thursday it has produced a "Compliance Penalty Calculation Guideline and Calculator" to address safety concerns related to unauthorized buildings and ease the burden on owners of small residential structures, urging active use of the tool.
The guideline provides detailed information on the criteria for imposing compliance penalties on illegal buildings, allowing those involved in construction to rectify violations on their own.
Specifically, the guideline covers the basic concepts of the compliance penalty system, imposition procedures, and calculation methods, reflecting administrative appeal cases and imposition cases. It also contains all procedures and methods for legalizing illegal buildings.
In addition, the city developed a compliance penalty calculator that reflects the standard market value of buildings and calculation criteria for each type of violation, helping users easily compute penalties with applicable aggravation and reduction rates by building type.
The penalty calculation guideline can be accessed on the city's website under Sector Information → City → Housing/Building → Information Center → Notices. An instructional video has also been posted to enhance user convenience.
"We produced the compliance penalty calculation guideline and calculator so that citizens can check the penalty amounts themselves and use them as a reference for legalizing illegal buildings and voluntary rectification," a Yongin City official said. "With the 'Special Act on the Handling of Specific Buildings' proposed by the National Assembly expected to take effect this year, we expect the guideline produced by the city to be of great help in allowing residents to check penalties in advance and encouraging the legalization of unauthorized buildings."
