
Police are set to decide whether to disclose the personal information of a man in his 20s who killed a high school girl returning home without any apparent motive and wounded a male student with a weapon.
According to the Gwangju Metropolitan Police Agency on Monday, authorities will review whether to release the personal details of Jang (24), who was arrested on charges of murder and attempted murder, on Tuesday or Wednesday.
Under the current Act on Disclosure of Personal Information of Suspects of Specific Serious Crimes, police may release a suspect's identity if the case meets requirements including grave harm, brutality of methods, sufficient evidence to believe the crime was committed, the public's right to know, and public interest.
Police have determined that Jang is subject to the disclosure review and are forming a committee of up to 10 members, including internal and external figures.
Authorities plan to request an arrest warrant for Jang later in the day, with the pre-detention questioning (warrant review) expected to take place around Tuesday.
Jang is accused of stabbing and killing a second-year high school student identified as A (17) with a weapon on a pedestrian walkway near a university in Wolgye-dong, Gwangsan-gu, Gwangju, at around 12:11 a.m. the previous day, and of seriously wounding another high school student identified as B (17).
He told police he attacked the victims, whom he had never met, saying, "I decided to commit the crime while contemplating suicide." The victim, A, who had aspired to become an emergency medical technician, was attacked on her way home after studying late into the night.
B, who happened to be passing nearby, approached the scene to help after hearing sounds of a struggle followed by a woman's scream, and was attacked in the process.
