
The Seoul Metropolitan Government is stepping up its crackdown on motorcycle noise that disrupts residential neighborhoods, as warmer spring and summer weather prompts residents to open their windows more often.
Seoul announced Thursday that it will conduct ongoing enforcement against motorcycle noise through October. The main targets are motorcycles exceeding permitted exhaust noise limits or equipped with illegally modified mufflers. Violators will be issued improvement orders along with fines.
The crackdown will be carried out through monthly joint day-and-night operations with related agencies, including the police, district offices, and the Korea Transportation Safety Authority. The city will also deploy its own rapid-response team for unannounced enforcement. Based on big data analysis and on-site surveys, Seoul plans to focus its efforts on major arterial roads with heavy motorcycle traffic and areas with concentrated complaints. Alongside enforcement, the city will also promote awareness campaigns to foster a mature driving culture.
In July last year, Seoul enacted the "Seoul Metropolitan Motorcycle Noise Management Ordinance," establishing an institutional framework that includes noise management planning, a working-level consultative body, and public outreach. "Through regular enforcement and public awareness campaigns, we aim to raise drivers' awareness and ensure that citizens can enjoy a pleasant living environment," said Kwon Min, head of Seoul's Climate and Environment Headquarters.
