
The Pocheon Songwoo 2 Public-Private Rental Housing Supply Promotion District project, designed to improve living conditions in the Soheul area of Pocheon, Gyeonggi Province, has entered full-scale construction phase after an eight-year delay. The progress is attributed to close administrative cooperation between Pocheon City and Korea Land and Housing Corporation (LH).
Pocheon City announced on January 16 that contractor Jinheung Enterprise has submitted its construction commencement notice to LH, the project operator. The city plans to expedite related permit procedures to begin actual construction within the first half of this year.
Designated and approved by the Ministry of Land, Infrastructure and Transport to provide housing stability for young people, newlyweds, and working-class residents, the Songwoo 2 District will comprise 3,722 units on a 380,000-square-meter site in Soheul-eup, Pocheon. The project had been delayed since its designation in December 2018 due to mandatory procedures including compensation negotiations.
To normalize the project, the city concentrated its administrative efforts on coordination with LH. It actively mediated communication between landowners and the project operator through a compensation council while establishing regular working-level consultations with LH to discuss overall project matters.
Through this process, the city ensured that its key policy directions and infrastructure connectivity plans were reflected in the district unit plan. In particular, practical solutions were developed for core issues including the expansion of Songwoo Intersection to six lanes and connection to metropolitan rail stations.
Based on this close cooperation, compensation for private land and obstacles was completed in July last year. The project returned to normal track with the subsequent selection of a contractor and submission of construction plans.

The city is also consulting with LH on district plan modifications to respond to changing housing demand. The key change involves expanding the supply scale and population capacity by approximately 20 percent from the original plan.
This aims to accommodate housing demand from diverse demographic groups while strengthening organic connectivity with the existing Songwoo District. Physical progress through groundbreaking is being paralleled by efforts to increase the overall supply scale.
The future value of Songwoo 2 District is expected to be further highlighted with the opening of the Okjeong-Pocheon metropolitan railway. The city plans to complete district development by December 2030, when the railway is scheduled to open, maximizing synergy between transportation and housing.
If the transit-oriented area around Soheul Station (tentative name) on the Okjeong-Pocheon line is systematically developed, Songwoo 2 District is expected to establish itself as a "comprehensive transit hub" beyond a simple residential complex. Combined with the expansion of metropolitan transportation networks, it is projected to emerge as a new residential center in northern Gyeonggi Province.
"Now that Songwoo 2 District, which residents have awaited for a long time, is back on track, we will work closely with LH and the contractor to ensure the project proceeds without setbacks," a Pocheon City official said. "We will concentrate our administrative capabilities to help the Soheul area develop into a sustainable residential hub through systematic urban development linked to metropolitan infrastructure."
