
The Busan Metropolitan Government is overhauling its aging industrial complex into an artificial intelligence-based "Smart Safety Industrial Complex," aiming to enhance both competitiveness and safety simultaneously.
The city announced Wednesday that it has finalized this year's implementation plan for the "Integrated Control Center Construction Project" targeting the West Busan Smart Valley, the former Sinpyeong-Jangnim Industrial Complex that serves as a key industrial hub in the western Busan area. Selected through the Ministry of Trade, Industry and Energy's Smart Green Industrial Complex Promotion Project, the initiative will receive a total of 9 billion won ($6.6 million) in central and municipal government funding, with completion targeted for the end of this year.
The project's core objective is to connect the entire industrial complex into a single "digital control network." The plan moves away from the existing individual response approach to establish an integrated management system covering the entire process from risk prediction to situation awareness, alert dissemination, and response.
The city will first introduce a combined detection system that integrates video-based flame detection sensors with atmospheric environment monitoring CCTV. A single camera will simultaneously detect fire and environmental anomalies to accelerate initial response times. The system will also deploy drones to monitor fire spread situations in real time.
Additionally, a three-directional stereoscopic rockfall detection system will be installed in steep slope hazard zones to analyze terrain changes in real time and detect warning signs in advance. Data will be centrally analyzed on servers, enabling immediate alerts through pattern recognition and anomaly detection algorithms, along with evacuation route guidance.
Flood response will also be upgraded with AI capabilities. The system combines video-based water level detection cameras with flood sensors to collect water level and rainfall data in real time. Cross-analysis of this data will automatically calculate flood risk levels. When danger arises, alerts will be immediately transmitted to the control center, relevant agencies, and pumping stations, dramatically reducing response time.
A smart safety system will also be established. Intelligent CCTV will be installed at 83 locations throughout the complex to automatically identify abnormal behaviors such as violence, loitering, and falls, as well as fires and traffic accidents. Notably, the complex will become the first industrial park nationwide to deploy autonomous patrol robots and smart poles, minimizing surveillance blind spots and creating a "field-based safety network" capable of relaying on-site information and providing evacuation guidance during disasters.
Furthermore, speed advisory electronic signs and smart parking systems will provide real-time vehicle speed and parking information. A digital twin-based integrated platform will analyze and predict air quality and hazardous material dispersion paths across the entire complex in real time.
The city plans to strengthen rapid local response capabilities through collaboration with relevant agencies, emergency notifications for tenant companies and workers, and direct operation by Saha District Office. "We will integrate AI data-driven ICT to develop this into the nation's top-level smart industrial complex," Busan Mayor Park Heong-jun said.
