
Kim Hoon, who was arrested for murdering a woman he had been stalking while wearing an electronic ankle monitor in Namyangju, Gyeonggi Province, has been indicted.
The Criminal Division 1 of the Namyangju Branch of the Uijeongbu District Prosecutors' Office (led by Chief Prosecutor Park Su) indicted Kim on January 8. He faces six charges including violation of the Act on the Aggravated Punishment of Specific Crimes (retaliatory murder), aggravated property destruction, violation of the law on electronic monitoring device attachment, unauthorized use of official marks, display of unauthorized official marks, and violation of the Automobile Management Act.
According to prosecutors, Kim broke the driver's side window of victim A's vehicle with an electric drill on December 14 last year, intending to retaliate against A, who had filed charges against him. He then dragged her out of the vehicle and stabbed her 14 times in the chest and abdomen with a kitchen knife, killing her. The investigation found that Kim had surveyed A's workplace and residence before the crime and prepared tools including a drill, a weapon, and cable ties.
Kim and A had been in a relationship since August 2023. On May 11 last year, Kim inflicted injuries requiring four weeks of treatment on A when she requested to break up. He was referred to prosecutors and placed under a court-ordered provisional measure. In February this year, A filed complaints against Kim for stalking and violation of location information laws, and trials and investigations were ongoing.
The prosecution emphasized that after receiving the case from police, they conducted thorough supplementary investigations utilizing scientific investigation techniques including the Supreme Prosecutors' Office's integrated psychological analysis, as well as cross-analysis of mobile phone re-forensics, financial transaction records, call records, emails, and portal search histories. Through this process, they clearly established that Kim's crime was "retaliatory in nature" related to the assault case that was under trial.
Prosecutors also confirmed that Kim had meticulously planned the crime starting about 10 days beforehand, including purchasing tools, identifying the crime scene and surveying the surrounding area, and concealing his identity by adding window tinting to a rental car and attaching temporary license plates.
"We will do our utmost to ensure the defendant receives a severe sentence commensurate with his crimes during the trial proceedings, and will take measures to guarantee the bereaved family's right to make victim impact statements," the prosecution said.
