
The Busan Metropolitan Government has finalized its Phase 1 plan for aging planned city redevelopment, becoming the first non-capital region in South Korea to enter a full-scale reconstruction framework.
The city announced on Thursday that it officially gazetted the "Phase 1 Master Plan for Aging Planned City Redevelopment," covering the Hwamyeong-Geumgok district and the Haeundae district. The plan received approval from the Ministry of Land, Infrastructure and Transport (MOLIT) on June 2, signaling a shift from the planning stage to active implementation.
The Phase 1 areas include the Hwamyeong-Geumgok district in Buk-gu and the Jwadong-Jungdong area in Haeundae-gu. The Hwamyeong-Geumgok district, spanning 2.71 million square meters across Hwamyeong-dong and Geumgok-dong, will pursue a vision of "a city embracing forests and rivers," focusing on expanding living infrastructure around transit hubs and building a green-blue network connecting mountains and streams. The floor area ratio will be raised to a maximum of 370% — 340% for Type 2 General Residential Zones and 370% for Type 3 General Residential Zones. The planned population will increase by approximately 20,000 to 97,000.
