A notice regarding the "passenger vehicle rotation system" is posted at a public parking lot in Seoul on April 7, one day before the system takes effect for public parking lots operated by local governments and other public institutions.
The rotation system, which restricts vehicle access based on the last digit of license plates on designated days of the week, applies to all passenger vehicles including compact cars and hybrid vehicles. Exceptions are granted for vehicles owned by persons of national merit and persons with disabilities (including those riding as passengers), vehicles carrying pregnant women or preschool-age children, electric and hydrogen-powered vehicles, and special-purpose vehicles such as those used for medical and firefighting services.
