Incheon Ranks First Nationwide in Living Conditions Improvement Over Four Years

Incheon has emerged as the city with the fastest improvement in quality of life over the past four years. Analysts say the city has shown remarkable results not in the absolute level of living conditions but in the pace of improvement over the four-year period, marking a clear trajectory of change. According to the Incheon Metropolitan Government on Wednesday, an analysis of living conditions across the nation's metropolitan governments by the Citizens' Coalition for Economic Justice (CCEJ) and other organizations found that Incheon ranked first nationwide in quality-of-life improvement from 2020 to 2024. The evaluation comprehensively measured changes over four years rather than current levels of living conditions. Incheon's indicators rose evenly across four major areas: economic vitality, health and safety, population and society, and childcare and education. The key takeaway is that improvements occurred across the city as a whole rather than in any single sector. Incheon Mayor Yoo Jeong-bok said, "We placed citizens' lives at the center of all policies, from economy and welfare to safety and care. The results have been proven in numbers." Specifically, the population and society category score rose by 39 points and the health and safety category by 13 points. The economic vitality and childcare and education categories also posted double-digit improvements. Incheon was the only municipality among the nation's 17 metropolitan governments to record top-tier gains in all four areas. Economic indicators are also showing qualitative changes. Per capita personal income increased by approximately 20% over the past four years, and the three-year average economic growth rate ranked first nationwide. Analysts say the logistics hub functions of Incheon International Airport and Incheon Port have been strengthened, and continued investment centered on the Incheon Free Economic Zone — including Songdo, Cheongna and Yeongjong — is creating a structure in which growth translates into higher citizen incomes. Cumulative foreign direct investment (FDI) filings in the Songdo, Cheongna and Yeongjong free economic zones reached $16.98 billion (approximately 25.63 trillion won) through last year. Future industries including biotechnology, semiconductors and robotics are clustering in the area, establishing new growth engines. Employment indicators have improved as well. Incheon's employment rate stood at 62.7%, exceeding the national average of 61.8%. The expansion of quality jobs has been accompanied by a net influx of young people. In healthcare and welfare, changes have been most notable in island communities. Incheon's unmet medical care rate fell from 7.5% to 5.9%. The introduction of designated hospitals and telemedicine infrastructure on islands such as Yeongheungdo and Deokjeokdo has improved healthcare access. The share of residents who reported being unable to receive hospital care when needed has declined. Mental health policies have also been strengthened. Incheon expanded its mental health welfare centers to 12 locations and provided intensive suicide prevention counseling. The number of counseling sessions surpassed 185,000, reinforcing the public mental health safety net. In terms of population, Incheon has emerged as a city that attracts people. The city ranked first nationwide in both total population growth rate and net migration growth rate. As of 2024, its population stood at approximately 3.11 million, an increase of roughly 100,000 from 2020. The "1,000-won housing" program targeting young people and newlyweds is cited as one factor driving population inflows. The program, which lowers housing cost burdens with rent of approximately 1,000 won per day, recorded an average competition ratio of 4.8-to-1 this year. The city government said the housing support is contributing to a virtuous cycle in which population inflows lead to regional economic revitalization. Linkages between childcare, education and population policies are also being strengthened. Incheon's total fertility rate stood at 0.84, the highest among the nation's metropolitan cities. Even amid the nationwide low-birthrate trend, the city has maintained relatively favorable figures in some fertility indicators. Incheon Mayor Yoo Jeong-bok said, "The fact that Incheon is the city where quality of life has improved the fastest nationwide can be confirmed through the changes citizens have experienced firsthand. We will continue to refine related policies."
