The Gyeongbuk Regional Labor Relations Commission on Tuesday ruled in favor of a subcontracted workers' union at Korea Industrial Complex Corporation (KICOX), recognizing the primary contractor's status as an employer in a case involving a request for correction of bargaining demand notifications.
The decision came just four days after four unions became the first to gain bargaining rights with primary contractors following the enforcement of the revised Trade Union Act, commonly known as the "Yellow Envelope Act," on June 2. All five unions, including the KICOX subcontracted workers' union, belong to the public sector.
