
The 11th Seoul Metropolitan Council is expected to achieve a record-setting legislative performance as it enters its final stretch with one temporary session and one regular session remaining.
According to the Seoul Metropolitan Council on Tuesday, 3,640 ordinance bills have been submitted during the current term — the most in its history. Of those, 3,054 have been processed, while 586 remain pending.
If the remaining unprocessed bills are addressed in two plenary sessions before the term ends on June 30, the council is projected to set an all-time record for legislative efficiency by processing all 3,640 ordinance bills.
To date, six ordinance bills have been rejected, 320 have been scrapped, and 11 have been withdrawn. Including motions and other agenda items, eight have been rejected, 329 scrapped, and 25 withdrawn.
The previous record was held by the 10th council, which submitted and processed a total of 3,332 bills during its term.
Ordinances processed by the Seoul Metropolitan Council directly affect citizens' daily lives. Civic organizations such as the Korea Manifesto Practice Headquarters and media outlets evaluate and award outstanding ordinances. Since the start of the 11th council, Seoul council members have accounted for a growing share of award recipients among metropolitan council members nationwide.
Notable ordinances from the 11th council include Council Member Kim Yong-ho's "Regional Construction Industry Revitalization Ordinance," Council Member Kim Tae-su's "Safe Housing Supply Ordinance," Council Member Im Man-gyun's "Jeonse (lump-sum deposit lease) Fraud Prevention and Tenant Protection Ordinance," Council Member Kim Hyeong-jae's "Serious Disaster Prevention and Management Ordinance," Council Member Park Chun-seon's "Animal Protection Ordinance Amendment," Council Member Seong Heum-je's "Sewage Usage Ordinance Amendment," Council Member Kang Seok-ju's "Retirement Preparation Support Ordinance," Council Member Shin Dong-won's "Private Rental Business Promotion and Support Ordinance," Council Member Kim Hye-young's "Student Breakfast Support Ordinance," and Council Member Lee So-ra's "Young Carer Support Ordinance."
Meanwhile, the 11th council has held 99 plenary sessions to date. The active processing of ordinance bills stems from high attendance rates among council members.
Eight members recorded 100% attendance across all 99 plenary sessions, including Chairperson Choi Ho-jeong and Council Members Kim Won-tae, Kim Jae-jin, Do Mun-yeol, Shin Bok-ja, Yu Man-hee, Lee Eun-rim, and Hong Guk-pyo. Including those who submitted official absence notices due to unavoidable circumstances, 32 additional members achieved full attendance, bringing the total to 40 members with high attendance records.
Standing committee attendance — where submitted ordinances are discussed in depth — is also strong, with 14 members including former first-half Chairperson Kim Hyun-gi recording 100% attendance. The most active standing committee members are Council Member Shim Mi-gyeong with 130 sessions attended, Council Member Lee Byeong-do with 121 sessions, and Council Members Lee Sae-nal and Heo Hun with 118 sessions each.
Six members — Kim Won-tae, Kim Jae-jin, Do Mun-yeol, Shin Bok-ja, Yu Man-hee, and Lee Eun-rim — achieved 100% attendance in both plenary and standing committee sessions. The average attendance rate for Seoul council members currently stands at 95% for both plenary and standing committee meetings, a significant improvement from the 70-80% range recorded in previous terms.
