
ULSAN — The city of Ulsan announced Wednesday it will solicit proposals for 150 new purchase-commitment rental housing units for 2026, aimed at providing housing stability for young people without homeownership.
This year, the city has significantly revised its bidding criteria to boost housing satisfaction among young residents and encourage private sector participation.
The maximum purchase price per unit has been raised to 135 million won from 130 million won. The minimum project size has been lowered to 40 units from 50, opening the door for smaller high-quality housing developments to participate.
Design standards have also been strengthened to improve quality of life for young residents. Larger exclusive floor areas and mandatory balcony installation will provide more spacious interiors and service areas. Separate seasonal storage units at unit entrances are now required to enhance residential convenience.
Site selection criteria are also tailored specifically to young residents, prioritizing areas with concentrated urban infrastructure such as city centers and commercial districts.
The city plans to focus acquisitions on transit-accessible downtown areas and so-called "slipper zones" — neighborhoods where daily amenities are within walking distance — enabling young residents to enjoy both convenient transportation and cultural activities.
Applications will be accepted April 20-24 at the Ulsan City Hall's Architectural Policy Division.
"We expect these improved criteria will help us secure higher-quality housing," a city official said. "We will continue to supply stable homes in locations preferred by young people."
