Gyeonggi Province announced on the 5th that it will implement a "Detailed Address Assignment Project for At-Risk Households" targeting 4,005 households in vulnerable housing situations, including gosiwon (exam preparation dormitories) and multi-family homes, through October.
The initiative was launched in 2024 following the death of a woman in her 40s in Jeonju, North Jeolla Province, in September 2023, who was unable to receive welfare support due to the absence of a detailed address.
Detailed addresses refer to building, floor, and unit information that follows the building number in road name addresses. Unlike apartments, multi-family homes, one-room units, and gosiwon require separate registration or local government assignment to have their building, floor, and unit information recognized as official addresses under public law.
Previously, multi-family homes and gosiwon were often assigned only a single address for the entire building, making it difficult to identify the specific location (building, floor, unit) of individual households. This caused problems including delays in accurate welfare delivery and rescue workers' ability to pinpoint exact locations during fires or emergencies.
Gyeonggi Province collaborated with welfare departments to prioritize at-risk households whose actual residences are difficult to verify, as well as gosiwon facilities vulnerable to fires.
The province is accelerating address assignments by actively utilizing a system that allows mayors, county heads, and district chiefs to assign addresses ex officio after on-site inspections, rather than waiting for applications from building owners or tenants. Once detailed addresses are finalized, public welfare services will be accurately delivered to recipients, and rescue workers will be able to respond more quickly in emergencies, strengthening resident safety.
Since 2024, Gyeonggi Province has assigned detailed addresses to 6,265 households in vulnerable housing situations, including jjokbangchon (single-room occupancy neighborhoods).
"Assigning detailed addresses goes beyond simple address maintenance—it is a core foundation for improving access to public services for vulnerable housing populations," said Kim Yong-jae, Director of the Land Information Division at Gyeonggi Province. "We will expand detailed address assignments so that all residents can be guaranteed welfare and safety through accurate address information."
