
South Jeolla Province announced on the 3rd that it signed a memorandum of understanding with Doosan Enerbility, a leading domestic energy company, to foster the offshore wind power industry.
The signing ceremony was held at the Seo Jae-pil Room in the South Jeolla Provincial Office, attended by South Jeolla Governor Kim Young-rok, Doosan Enerbility CEO Song Yong-jin, and National Assembly member Kim Won-yi.
Under the agreement, Doosan Enerbility will review establishing component production facilities, including turbine assembly plants, in the region by 2032 in connection with securing offshore wind turbine supply contracts in South Jeolla. The provincial government will actively provide administrative support including permits and approvals.
South Jeolla Province holds the nation's largest offshore wind development permit capacity at 22.2 gigawatts. Following the commercial operation launch of Jeonnam Offshore Wind Farm Phase 1 (96MW) last year, large-scale projects including Yeonggwang Nakwol Offshore Wind (365MW) and Shinan Ui Offshore Wind (390MW) are being developed sequentially.
The province is also expanding planned development zones, including designating offshore wind cluster complexes in Shinan (3.7GW) and Jindo (3.6GW), and establishing publicly-led complexes in Yeosu and Goheung. Development of an offshore wind industrial cluster is accelerating around Mokpo New Port and Haenam Hwawon Industrial Complex, both designated as Opportunity Development Zones.
"South Jeolla is building a full-cycle industrial ecosystem encompassing design, manufacturing, installation, and operation, going beyond simply developing offshore wind farms," said Governor Kim Young-rok. "Following last year's investment by LS Materials and LS Marine Solution to build a dedicated offshore wind installation port at Haenam Hwawon Industrial Complex, this agreement strengthening cooperation with Doosan Enerbility, a leading domestic turbine manufacturer, will mark a significant turning point for South Jeolla to emerge as a hub for the offshore wind industry."
