In his congratulatory speech, National Assembly Speaker Woo Won-shik said Choi is "someone vouched for by Kim Geun-tae, Yoo Eun-hye, Woo Won-shik, and Kim Yun-deok." Minister Kim Yun-deok called him "someone who can be trusted with any task."
The preliminary candidate stated, "Born as a carpenter's son and raised in an unlicensed house, I have always held the value of 'people first' close to my heart on my journey to the forefront of land and transport policy." He added, "I will use the experience and network I have built through serving as a Gyeonggi Province councilor, in the National Assembly, and in government to draw a new map for Goyang."
Choi served as situation room chief alongside National Assembly Speaker Woo Won-shik during the emergency martial law declaration on December 3, 2024. He reportedly resigned from his position as policy advisor to the transport minister and has been preparing his mayoral campaign since then.
