
Police have launched an investigation into allegations that a Goyang City Council member leaked confidential administrative documents related to the expansion project of Spring Hills Country Club in Goyang, Gyeonggi Province.
According to Seoul Economic Daily's reporting on the 27th, Goyang Police Station is investigating a case filed by Ilsan Country Club Co., Ltd., the operator of Spring Hills CC, which accused Democratic Party Goyang City Councilor A and other related parties of leaking official secrets.
According to the complaint, there are indications that Councilor A used their official position to obtain confidential documents that the city had received and stored from the project operator during the designation of the urban planning facility project executor and the implementation plan approval process, and then passed them to an outside organization. The documents were reportedly later used as evidence in administrative litigation.
Ilsan Country Club claims the allegedly leaked materials contain the company's trade secrets and sensitive personal information of multiple individuals, including landowners. The company emphasized that such documents are restricted from external disclosure without going through formal information disclosure procedures.
Ilsan Country Club maintains that there are indications the leaked documents were used as supporting evidence in administrative lawsuits filed by environmental groups and in various complaints and public opinion campaigns. The complainant explained that some related parties filed a lawsuit at Uijeongbu District Court against Goyang City seeking to invalidate the urban planning facility project executor designation and implementation plan approval, submitting confidential documents held by Goyang City as evidence.
In a press release, Ilsan Country Club stated, "This complaint is not intended to attack a specific individual, but to verify the legality of the document handling process using public authority."
In response, Councilor A's side stated, "As the police investigation is ongoing, we have not yet fully reviewed the contents of the complaint. We plan to review the complaint, understand the basis for their claims, and take legal action."
