
Incheon secured a trifecta of investment, talent, and diplomatic gains during a delegation visit to Cambridge, UK. The city government signed a venture capital partnership, initiated student exchange discussions, and opened sister city talks—all aimed at establishing Songdo International City as a global bio hub.
Incheon Mayor Yoo Jeong-bok toured the Cambridge Biomedical Campus on May 25 local time before meeting with Paul Bristow, Mayor of Cambridgeshire and Peterborough Combined Authority, and Andy Parker, Master of Peterhouse College, to discuss cooperation measures.
The centerpiece of the visit was a memorandum of understanding between the Incheon Free Economic Zone Authority (IFEZ) and Salonica, a Cambridge-based venture capital firm. The agreement gives Incheon—home to the world's largest biopharmaceutical production base—direct access to Cambridge's research and development cluster. Salonica will facilitate connections to Cambridge's innovation network, research institutions, and technology companies, while IFEZ will serve as a public anchor for ecosystem development. The two sides agreed to establish a pathway connecting research outcomes to investment and commercialization by involving venture capital from the early technology validation stage. A mutual exchange channel for researchers and investors between Songdo and Cambridge will also be created.
Talent exchange discussions also gained momentum. Master Andy Parker proposed an Incheon-Cambridge student exchange program aimed at cultivating global leaders. Mayor Yoo committed to pursuing working-level consultations. Opening a talent exchange channel with a world-class university is expected to strengthen the human capital foundation of Incheon's bio ecosystem.
Formal city-to-city cooperation talks have also begun. When Mayor Yoo proposed a sister city relationship between Incheon and Cambridgeshire and Peterborough Combined Authority, Mayor Paul Bristow responded positively. If finalized, the partnership would establish a cooperation framework spanning administration, economy, and culture beyond the bio sector.
Cambridgeshire and Peterborough Combined Authority hosts one of the world's premier life science clusters, integrating universities, research institutions, hospitals, and corporations. Incheon plans to benchmark this model to develop Songdo into the "Cambridge Science Park of Asia."
"The cooperation between IFEZ and Salonica is not just an exchange—it marks the starting point of international collaboration connecting research, technology, and investment," Mayor Yoo said. "Combining the competitive strengths of both cities will create greater synergy. We will make Songdo a world-class bio city."
