
President Lee Jae-myung said on May 27 that "ultra-high-priced homes will be subject to regulations and tax burdens comparable to those in advanced countries' capitals." He added, "We will mobilize all policy tools to create conditions where selling is more advantageous than holding—not only for multi-home owners but also for single-home owners whose purpose is investment or speculation rather than residence."
In a post on X, President Lee wrote, "We will design a system that actively protects ordinary residential use while thoroughly blocking investment and speculation through housing." He continued, "Various regulations and burdens will be based on owner-occupied single homes, with detailed weighting according to residency status, number of homes owned, and home price levels."
This marks an expansion of regulatory targets from multi-home owners to "single-home owners with investment or speculative purposes," signaling a comprehensive overhaul of real estate taxation. A senior Blue House official explained, "This demonstrates a strong commitment to more thoroughly block speculation while incorporating individual circumstances into the system."
Meanwhile, the Blue House announced that President Lee has listed for sale an apartment in Bundang District, Seongnam, Gyeonggi Province, which he co-owns with First Lady Kim Hye-kyung. The Blue House explained, "Although he was a single-home owner for residential purposes, this demonstrates his commitment to normalizing the real estate market."
