
The Corruption Investigation Office for High-ranking Officials (CIO) will establish an anonymous whistleblower reporting center allowing informants to submit tips without revealing their identity. The initiative aims to encourage anonymous reporting of crimes by high-ranking officials and systematically manage such information.
According to legal circles on the 21st, the CIO issued a legislative notice on the 20th for the "Rules on the Receipt and Processing of Anonymous Whistleblower Reports on High-ranking Official Crimes."
Under the proposed legislation, the anonymous reporting center will assign handlers to reports submitted without real names and must process and notify informants of results within 50 days of receipt. The center director will review reported information and, if an investigation is deemed necessary, report to the investigation planning officer for registration as a preliminary investigation case.
While reports can be made anonymously, the center may request supplementary information from informants if submitted content is unclear or lacks specific facts. Cases will be closed without registration if informants fail to respond to two requests for additional information.
The reporting center director will be appointed by the CIO chief from among grade 4 or 5 investigators within the agency.
The CIO plans to collect public opinions on the proposed legislation until February 23 before implementing the rules on April 2.
