The National Assembly's Special Committee on Climate Crisis passed a partial amendment to the Framework Act on Carbon Neutrality and Green Growth for Climate Crisis Response on Friday, clarifying the definition of climate-vulnerable groups and outlining measures to assess their conditions and provide support.
The amendment defines climate-vulnerable groups as the elderly, children, low-income households and outdoor workers.
The bill establishes basic principles for protecting these groups in climate crisis response and requires national and local governments to assess their conditions and prepare support measures against climate-related damages.
The composition of the National Climate Crisis Response Committee will be expanded from 30 to 60 members, with climate finance experts to be included among the committee members.
The amendment also establishes a "Climate Citizens' Assembly" where citizens can learn about and discuss climate response policies and submit their recommendations to the government. The government will be required to reflect the assembly's opinions as much as possible when formulating policies.
