"Joint Global Response to Deepfake Misuse"…Personal Information Protection Commission Adopts Joint Declaration with GPA Member Countries

International privacy regulators have launched a joint response as deepfakes and AI-generated sexual images of minors created through generative AI services such as Grok have emerged as a global crisis.

South Korea's Personal Information Protection Commission (PIPC) announced on the 23rd that it participated in adopting a "Joint Declaration on AI-Generated Content and Personal Information Protection" with the Global Privacy Assembly (GPA).

The PIPC said the declaration is significant as the international community has spoken with a swift and unified voice against privacy threats where real individuals are depicted and their images spread without consent.

The declaration includes four core principles that organizations developing and utilizing AI systems must follow: implementing safeguards to prevent misuse of personal information and creation of non-consensual sexual content; ensuring transparency regarding the scope of AI system usage; establishing effective remedial procedures for prompt reporting and deletion; and implementing enhanced protections for children and adolescents, including age-appropriate information.

Regulatory authorities from each country also agreed to actively share experiences in policy, enforcement, and education, and to strengthen solidarity to realize the shared value of "trustworthy AI innovation."

The declaration was prepared under the leadership of the International Enforcement Cooperation Working Group under the GPA, in which Korea's PIPC participates. More than 50 member countries' privacy regulators signed the declaration, reflecting broad support across the international community.

PIPC Chairperson Song Kyung-hee said, "We will jointly respond with the international community to the risks of personal information infringement caused by misuse of AI content generation technologies such as deepfakes. We will continue to lead efforts to create an environment for trust-based AI utilization both domestically and internationally."
