A shooting at Old Dominion University in Norfolk, Virginia, left two people dead, including the gunman, and two others injured on Monday.
FBI Director Kash Patel announced on X that the agency is investigating the incident as a terror case.
The shooting occurred at approximately 10:49 a.m. local time at Constant Hall, the main building of the university's business school. Details of how the gunman died remain unclear, but Patel credited "brave students who neutralized him."
A law enforcement source told CBS News and the Associated Press that the gunman was Mohamed Bailor Jalloh, a former Virginia National Guard member. Jalloh pleaded guilty in 2016 to charges of attempting to provide material support to Islamic State and was released in December 2024 after serving eight years in prison.
Three victims were treated at a hospital, but one later died. All three were affiliated with the university. The two injured victims, now in stable condition, were identified as ROTC cadets. Army Secretary Dan Driscoll confirmed on social media that both are Army personnel.
The university posted on its website that "the emergency situation at Constant Hall has ended" and that "there is no longer a threat to campus members."
The university has 24,000 students enrolled, with approximately 30% having military connections. Norfolk Naval Station, the world's largest naval base, is located nearby.
