Lee Sung-hoon, president of the Korea Land & Housing Corporation (LH), visited the Yongin semiconductor national industrial complex project site in Gyeonggi Province to review the project's progress.
Lee visited the Yongin national industrial complex on the 9th and called for an all-out push to shorten the project timeline. LH also selected the "early completion of the Yongin national industrial complex development project" as a key task to support the success of the government's "Three Mega Projects for Korea's Great Leap Forward."
To meet the goal of breaking ground on the first semiconductor fab by 2028, LH will intensively pursue a "fast-track strategy" to shorten the project period, including completing the remaining compensation procedures while simultaneously preparing for construction.
LH also plans to tender the site development work this month under a construction management (CM) at-risk delivery method and begin construction within the year. CM is a technical bidding method in which bidders propose value engineering (VE) improvements and risk-response measures based on the basic design prepared by the project owner, and the most competitive company is selected through evaluation.
Lee plans to personally oversee progress by reviewing the Yongin national industrial complex's implementation results every week.
"This is a testing ground to prove the capabilities LH has built up, and a critical undertaking that will propel Korea forward as an industrial powerhouse with an unrivaled technological edge," Lee said. "We will concentrate all our capabilities so that the semiconductor production lines can begin operating, mobilizing every means available, including collaboration among project stakeholders and swift processing of administrative procedures."
