
The number of users of "Modooui Card" (K-Pass), a transit card that refunds public transportation expenses, has surpassed 5 million within two years of its launch.
The Metropolitan Transport Commission under the Ministry of Land, Infrastructure and Transport held a ceremony at Seoul Post Tower to commemorate the milestone.
Modooui Card, introduced in May 2024, refunds a portion of public transit spending. Just six months after reaching 4 million users last October, an additional 1 million users have signed up.
User growth accelerated after a flat-rate plan was introduced in January this year, offering unlimited refunds for amounts exceeding a set threshold. As of this year, users receive an average monthly refund of 21,000 won out of 63,000 won in transit expenses. For a three-person household, this amounts to annual savings of approximately 750,000 won.
By demographic group, young adults receive an average monthly refund of 22,000 won, while low-income users get 34,000 won. Approximately 440,000 flat-rate subscribers receive an average monthly refund of 41,000 won, significantly reducing their transportation costs.
At the ceremony, 12 members were appointed to the "Modooui Card Citizens' Advisory Committee," and memoranda of understanding were signed with seven local governments—Seoul, Busan, Daegu, Incheon, Gwangju, Daejeon, and Gyeonggi Province—to integrate senior citizen transit card benefits into Modooui Card. A town hall meeting followed to evaluate progress and discuss future directions.
Minister Kim Yun-deok said, "Being chosen by 5 million citizens shows how desperately this policy was needed," adding, "We will carefully work on expanding transportation options for regional users and improving convenience."
