Who Is Shin Hyun-song, the 'Pragmatic Hawk' Nominated as BOK Governor?
Shin Hyun-song, head of the Monetary and Economic Department at the Bank for International Settlements (BIS), who has been nominated as the next governor of the Bank of Korea (BOK), described the current economic situation as a critical period and expressed his commitment to balanced monetary policy management.
In remarks following his nomination on Thursday, Shin signaled his intention to build on the achievements of outgoing Governor Changyong Rhee, who has led the BOK for the past four years. While expressing gratitude for Rhee's efforts, Shin said, "Being nominated as governor candidate is an unparalleled personal honor, but I feel a tremendous sense of responsibility in leading monetary policy at such a critical time as this."
Shin cited changes in U.S. tariff policy, the direction of monetary and fiscal policies in major economies, and rapidly shifting geopolitical conditions in the Middle East as key challenges facing the Korean economy. He assessed that these factors are heightening volatility in financial and foreign exchange markets and increasing uncertainty in the economic outlook. "I will deliberate on how to conduct balanced monetary policy that takes into account prices, growth and financial stability," he said. "I will work with the Monetary Policy Board members to do our utmost to navigate the many challenges our economy currently faces."
Shin has served as Economic Adviser and Head of Research at the BIS — often called the "central bank of central banks" — since 2014, and is known to have built close relationships with major central bank governors who regularly attend BIS meetings. Having meticulously analyzed the effects of central bank interest rate decisions on bank balance sheets and global capital flows, he is widely regarded as the optimal candidate for managing not just inflation but also household debt and foreign exchange market volatility.
