Seoul Housing & Communities Corporation (SH) is recruiting tenants for approximately 1,000 public rental housing units that allow residents to stay for up to 20 years.
SH announced Wednesday that it is accepting applications for 1,014 units under its 49th long-term jeonse housing program. Known as "Shift," the Seoul Metropolitan Government's long-term jeonse housing program offers public rental apartments where tenants can reside for up to 20 years without worrying about moving once they move in.
This round of recruitment covers a total of 75 complexes with 1,014 units, including four newly supplied complexes and 71 re-supplied complexes across various districts.
The new supply consists entirely of Seoul Metropolitan Government-purchased units: 37 units at DH Daechi Edelui in Gangnam-gu (59 square meters), 25 units at Hanwha Forena Mia in Gangbuk-gu (53 square meters), 100 units at Jamsil Luel in Songpa-gu (45, 51, and 59 square meters), and 17 units at Eunpyeong Xi The Star in Eunpyeong-gu (49 square meters), totaling 179 units across four complexes. The re-supply includes 356 SH-constructed units in Magok and Naegok districts, 299 Seoul Metropolitan Government-purchased units at Maple Xi and Olympic Park Foreon, and 180 units from Seoul REIT No. 3, totaling 835 units.
Applicants must be adult members of homeless households residing in Seoul, meeting income criteria based on unit size (up to 105 percent or 150 percent of the average monthly income of urban workers, or 140 percent to 200 percent for dual-income households) with total assets of 640 million won or less and vehicle value of 45.63 million won or less.
Income and asset thresholds can be relaxed by up to 20 percent based on the number of children. Priority is given to persons with disabilities, those supporting elderly parents, households with two or more children, and persons of national merit. Priority applicants who are not selected will be automatically transferred to the general supply pool for the same complex and unit size.
Applications can be submitted online or in person. The application period runs January 8-9, 2026, for first-priority applicants, January 12 for second-priority, and January 19 for third and fourth-priority applicants.
For units of 85 square meters or less, application priority is determined by income conditions, residence location, and housing subscription savings account enrollment history for each unit size. For units exceeding 85 square meters, priority is based on the deposit amount and enrollment period of housing subscription savings accounts. Applicants must apply on the designated date for their priority ranking. If the number of applicants exceeds 200 percent of available units (300 percent for new complexes), later-priority applications will not be accepted. Document screening results and lottery winners will be announced on February 10, 2026, and July 10, 2026, respectively.
Move-in will be possible from August 2026, though dates may vary for newly supplied complexes depending on construction completion schedules. The full recruitment notice is available on the SH website.
