
The Ministry of Culture, Sports and Tourism said Minister Choi Hwi-young will meet with copyright protection experts at the Korea Pop Culture & Arts Exchange Committee's main conference room in Jongno-gu, Seoul, on the afternoon of Nov. 26, to discuss improvements to the currently implemented emergency blocking and access blocking system for copyright-infringing websites and to hear opinions from the field.
The ministry explained that "this meeting was arranged to analyze the technical causes and seek solutions to the situation in which various methods of evading blocking have emerged, despite internet service providers (ISPs) blocking copyright-infringing websites in accordance with the Minister's 'emergency blocking order' issued on May 11."
Examples of evasion methods include automatically redirecting users to alternative sites of blocked websites, automatically connecting to Telegram chat rooms that then provide addresses of alternative sites, and connecting to content delivery network (CDN) service pages that automatically redirect to illegal sites.
The meeting will be attended by current and former members of the Copyright Protection Deliberation Committee, including Professor Kim Jong-won of Sangmyung University's Computer Science Department and Professor Hong Ji-man of Soongsil University's School of Computer Science, as well as security officials from ISPs, which are the recipients of emergency blocking and access blocking orders under the Copyright Act and the entities that block copyright-infringing websites.
According to the ministry, Minister Choi Hwi-young said, "While the content industry welcomes the ministry's emergency blocking, many are saying there are also areas that need to be supplemented to enhance the effectiveness of this system." He added, "We will reflect the opinions raised in this meeting in the operation of the emergency blocking and access blocking system, and actively work on cooperation with related agencies and review of policy improvements."
